When the local Department of Social Services (DSS), thorough their Child Protective Services Unit (CPS), institutes court proceedings regarding abuse or neglect of a child by a parent or legal guardian, the CINA Division’s staff attorneys or panel attorneys represent the parents/legal guardians.
