Vanita Taylor, Chief Attorney
College Cornell University, BA 1980.  Law School - Root Tilden -Snow Scholar at NYU Law School, JD 1983. Legal Aid Bureau, Inc. 1983 to 1991.  CINA Division Supervising Attorney 1991 to 1999. Chief Attorney CINA Division 2000 until present.  Ms. Taylor is a current member of the Foster Care Court Improvement Committee and Juvenile Rules Committee. Recent awards, Daily Record 100 Women for 2012 and LAB Human Rights & Justice Champion Award 2011.  Admitted to Maryland and Pennsylvania State Bars.

Charlene Dukes, Deputy Chief Attorney
Ms. Dukes has worked as a criminal, civil, and CINA
Attorney for over twenty years. In her current position she supervised attorneys around the state who represent parents and legal guardians in cases where the Department of Social Services alleges they have neglected or abused the children in her care. Ms. Dukes is a member of the Juvenile Foster Care Court Improvement Committee, the Commission on improving Child Welfare, the Juvenile Detention Assessment Initiative Committee, and the Attorney Grievance Commission of Maryland’s Peer Review Committee.

Mr. Burbank received his undergraduate degree from the University of Maryland, Baltimore County. He then received his J.D. from the University of Maryland School of Law in 1988. Mr. Burbank has been a member of our CINA Division since 1992.

Lisa Cox, Division Office Manager

Sidney Francois, Assistant Public Defender
Mr. Francois received his J.D. from the University of Baltimore School of Law in May 2001 with a double concentration in Public and Government Service and Litigation and Advocacy. From 1995-2004, he worked in the Consumer Protection Division of the Office of the Attorney General of Maryland. Mr. Francois then accepted a position with the Legal Aid Bureau, following that he worked as a Director of Grassroots and as a lobbyist for the Mid-Atlantic Life Span. Mr. Francois then accepted a position with our CINA Division in 2008.

Mr. O’Shea received his B.S. in accounting from Villanova University in 1991. He then attended Washburn University Law School in Topeka, Kansas and received his J.D. in 1997. Mr. O’Shea joined our CINA Division in 2000.

Beverly S. Schulterbrandt, Supervising Attorney
Ms. Schulterbrandt is a graduate of Wake Forest University and the University of Maryland School of Law. From 1998-2002, she worked as an Assistant Public Defender and then as the Supervising Attorney for the CINA Division in Baltimore City. Ms. Schulterbrandt rejoined our office in 2013 as the Supervising Attorney for our CINA Division in Baltimore County. Prior to rejoining our office, she worked on judicial and policy reform for the child welfare and juvenile justice systems in Maryland.

Ashley Vespoli (Boyland), Assistant Public Defender
Ms. Vespoli is a graduate of Mount Saint Mary's University, where she received a B.A. in Sociology with a concentration in Criminal Justice in 2005. She then received her J.D. from the University of the District of Columbia David A. Clarke School of Law in 2009. Ms. Vespoli joined the Maryland Office of the Public Defender in the CINA division in August of 2013.

Ms. Catchen received a B.A. in American Studies from Mount Holyoke College in 2006 and her J.D. from the City University of New York School of Law in 2012. Ms. Catchen joined the CINA division in January 2015.

Roger Malik, Assistant Public Defender
Mr. Malik received his J.D. from the University of Baltimore School of Law in 1989. He was in private practice from 1990- 2003 as a solo practitioner. Mr. Malik then went to Stahl and Block from 2003-2007 as the Chief of Litigation for that firm. In January of 2008, Mr. Malik joined the Maryland Public Defender’s Office in our CINA division.

Karolyn Bowe, Assistant Public Defender
Ms. Bowe graduated from the University of Maryland, Baltimore County in 1979. She received her J.D. from the Delaware Law School of Weidner University in 1986. Ms. Bowe was engaged in the private practice of law from 1987 to 2006. She had a general trial practice with an emphasis on Family Law and Bankruptcy. Ms. Bowe has been with the Maryland Office of the Public Defender in the CINA division from 2006.

Sylvia V. Long, Supervising Attorney for the Western Maryland CINA Division.
Ms. Long graduated from the University of Maryland School of Law in 1988. Following her graduation, she worked as a judicial law clerk to the Honorable William O. Carr, the administrative judge for the Circuit Court for Harford County. Ms. Long is a member of the Maryland Bar, the District of Columbia Bar, and the United States Supreme Court Bar. She has been in our CINA Division since it was established in 1991 and Ms. Long became the Supervising Attorney for the Western Maryland since 1999.

Aaronette Carter, Assistant Public Defender - Rockville
Ms. Carter graduated from the University of Florida with a Master’s degree in sociology. Following that, she received her J.D. from the University of Florida College of Law in 1996. Ms. Carter is a member of the J. Franklyn Bourne Bar Association and a member of their judicial nominating committee for Montgomery County. She joined our CINA Division in 2003.

Hyun Namkung, Assistant Public Defender - Rockville
Mr. Namkung is a graduate of the University of Maryland where he received a B.A. in Economics and Government. He received his J.D. from Catholic University, Columbus School of Law in 2004. Following his entry into the Bar, he worked in private practice from 2004-2007. Mr. Namkung joined our CINA Division in 2007.

Vicki Wolfson, Assistant Public Defender - Rockville
Ms. Wolfson is a graduate of Syracuse University and received her J.D. from the University of Baltimore School of Law, summa cum laude. Prior to joining the Maryland Office of the Public Defender, she worked for a law firm in Annapolis. In 2003 Ms. Wolfson accepted a position in our CINA Division. She has handled cases in Prince George’s County, Anne Arundel County, St. Mary’s County, Charles County, Calvert County, and Montgomery County.

Diann Gastley, Assistant Public Defender - Frederick and Washington Counties
Ms. Gastley graduated from Gettysburg College with a B.A. in Political Science. She received her J.D. from Ohio Northern University, Claude W. Pettit College of Law. Following graduation, she worked as a judicial law clerk in the Maryland Court of Special Appeals. Ms. Gastley then worked for a private law firm prior to joining the Maryland Office of the Public Defender where she represented juveniles charged with delinquency. She joined our CINA Division in 2003.

James E. Zuma, Assistant Public Defender - Washington and Frederick Counties.
Mr. Zuma received his J.D. from the University of Baltimore School of Law in 2000. Following graduation, he served as the Law Clerk to the Honorable Robert E. Cahill, Sr. on the Circuit Court for Baltimore County from 2000-2001. Mr. Zuma then worked in the law office of Paul V. Bennett in Annapolis from 2001-2004. He then accepted a position with Kandel & Associates, P.A. from 2004-2008. In 2008 Mr. Zuma began work with our CINA Division.

Southern Maryland Division- Anne Arundel, Calvert, Charles, Prince George’s and Saint Mary’s County

Susan Gilhooly, Supervising Attorney
Ms. Gilhooly received her J.D. from the Southern Methodist University. Following law school and private practice, she joined the Chester County Pennsylvania Office of the Public Defender. Ms. Gilhooly was appointed as a Master in Mental Health and Juvenile Delinquency and then worked in management for a private vendor. She later joined the CINA Division in Baltimore City. Ms. Gilhooly was appointed as the Supervisor in the Southern Maryland CINA Division in 2009.

Rosa Demouy, Assistant Public Defender
Ms. Demouy has worked for the Public Defender’s Office for over 17 years. She currently works in the CINA Division in Anne Arundel County and Prince George’s County representing parents in Child of Need of Assistance cases. Ms. Demouy is a Spanish speaker and she has previously handled juvenile delinquency cases, District Court and Circuit Court criminal matters.

Melony Joe Ellinger, Assistant Public Defender
Ms. Ellinger received her J.D. cum laude, from the University of Baltimore School of Law in May of 1999. She then served as a law clerk for the Honorable Donald Johnson in the Circuit Court for Dorchester County. Ms. Ellinger was in private practice for three years handling family law matters. In October of 2003, she joined our CINA Division in Prince George’s County. Currently, Ms. Ellinger is the lead CINA attorney in Charles County.

Kenneth Wardlaw, Assistant Public Defender
Mr. Wardlaw received his J.D. from the University of Baltimore School of Law in 1992. He has worked as an educator and the as a Staff Attorney in the Legal Aid Bureau. From 2001 through 2003 Mr. Wardlaw was an attorney in the Developmental Disabilities Unit of the Maryland Disability Law Center. In 2007, he began his work as an Assistant Public Defender in our CINA Division in Southern Maryland.

Lower Eastern Shore- Dorchester County, Somerset County, Wicomico County, and Worcester County

Michael Krautner, Assistant Public Defender
Mr. Krautner has a B.A. in business administration from the University of Wisconsin-Milwaukee. He received his J.D. from the University of Oregon School of Law. Mr. Krautner worked as a judicial law clerk and was Chief Attorney with the Legal Aid Bureau. He joined our CINA Division in 2004.
